The emphasis of Executive action regarding minerals in 1977 was on implementing existing laws and regulations, with emphasis on a leasing program to replace the 1872 Mining Law, strict environmental and occupational safety controls, removal of wilderness lands from mineral development, and better planning for the mining of public lands. The Legislature passed the Surface Mining Control and Reclamation Act, Clean Air Act Amendments, the Clean Water Act, and amended the United Nationns Participation Act of 1945. The Legislature also considered revisions to the Mining Law of 1872, seabed mining, and severance taxes. A number of regulatory and judicial activities were undertaken during the year. Short-run economic impacts are forecast because of materials shortages, which can be alleviated by government monitoring and sales from stockpiles. The report summarizes developments in eight foreign countries and actions taken on seabed resources and on resource recovery and waste reduction.
