Annual committee reports on significant legislative, judicial, and administrative developments in 1980: Hard Minerals Committee

Five major policy laws affecting land and seabed mineral resources were enacted during 1980. Court decisions reflected the boom in hard-rock mining. The courts upheld the Clean Water Act and mining operating-plan regulations. Among the new rules were those governing rights of way and special-use authorization of federal and off-road vehicle use. Other rules were published to protect fragile environments, wildlife, habitats, and Indian lands, while hazardous mining waste rules were eased. States were urged to participate in join federal-state enforcement of reclamation laws. 56 references. (DCK)
