There were no overall legislative developments during 1980, but several court cases involved the jurisdiction of the Natural Gas Act, the constitutionality of the Natural Gas Policy Act, indefinite price escalator clauses, rollover prices, and royalty matters. Administrative developments included adopting the final NGPA rules and the judicial review. A subcommittee on transportation reports Federal Energy Regulatory Commission (FERC) rulings and several rate cases. The subcommittee on distribution reports a legislative veto on the FERC phase II incremental pricing rule and relevant judicial developments. Administration action included Phase I of that rule and various pricing exemptions, access to Outer Continental Shelf gas, and Fuel Use Act regulations. 125 references. (DCK)
