During 1978 the US Congress, acting on several different pieces of conservation legislation, withdrew over 4 million acres of land from potential mineral development. A major conservation measure which was not enacted into law was the Alaska National Interest Lands Bill. When it failed to pass Congress, the Secretary of the Interior and the President moved to effectively close over 117 million acres in Alaska to mineral development and other noncompatible uses. The acreage involves approximately one-third of Alaskan land. Other legislation during the year considered uranium mill tailings and tax credits to encourage recycling. Several judicial decisions pertaining to mining and mineral development are reported. International activity of particular interest to the mineral industry is also reported.
