The Oil Committee selected 25 states to review in terms of judicial and legislative action taken during 1977. In contrast to Alabama, where there was no significant activity, a number of state legislatures considered bills relating to the production and sale of oil. Legislators addressed economic and environmental issues as well as setting guidelines for taxes and contracts. Court cases covered the land claims of Alaskan aborigines, rights of surface owners, pollution claims, ownership of mineral rights, rates, pipelines, and other issues.
