Interstate sulfate pollution: proposed amendments to the Clean Air Act

Several amendments to the Clean Air Act are proposed to make up for the deficiencies in the original legislation that make it difficult for the Environmental Protection Agency (EPA) to take appropriate action to reduce interstate pollution from sulfates. Following a review of the causes and effects of sulfate pollution across state boundaries and the inadequacies of the present law, the argument is made for total regional emission control. The proposed amendments would establish a regional system to protect the air quality of each state, but allow each state to decide how to meet its limits and give both the EPA and the states the power to force compliance. 152 references.
