Interstate sulfate pollution: proposed amendments to the Clean Air Act

Interstate sulfate pollution is a serious national problem: it is causing irreversible environmental damage and it is costing the country billions of dollars. Yet the Clean Air Act of 1977 gives EPA only indirect or inadequate ways to deal with this problem. The act should be amended to reduce interstate sulfate pollution. New amendments are proposed to set up a system of regional emission limits to protect the rights of states to be free from interstate pollution damage.
