Interstate air pollution: unresolved issues

Inadequacies in the Clean Air Acts of 1970 and 1977 are addressed. Though Congress tried to correct the shortcomings of the 1970 act, it still failed to resolve several crucial issues: the definition of interstate equity, the nature of EPA's role in settling interstate disputes, and the formulation of a regional approach to interstate pollution issues. Recent interstate pollution litigation is surveyed to identify possible improvements in federal law that would make air quality standards equitable. (35 references)
