Recognizing the potential threat to public health and safety from the transportation of hazardous materials, the Bill amends the Hazardous Materials Transportation Act to require the registration of carriers transporting hazardous materials. The registration will apply for shipments passing through political jurisdictions having populations of 50,000 or more. The Secretary of Transportation will provide routing and personnel training assistance. A tax of $0.025 per ton of hazardous material will support a trust fund to provide financing in case of an emergency or accident.
