The Superfund Clean-Up Technology Research and Demonstration Act is a response to findings that the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980 will be inadequate in the future and is a barrier to the development of new and innovative technologies for controlling and containing hazardous materials. The new bill authorizes a program to develop and demonstrate new technologies and to transfer those technologies for remedial actions. Cost-sharing research assistance and the use of sites on the national priority list are among the provisions. Section 5 revises testing procedures and standards of the National Contingency Plan. Appropriations for fiscal years 1986-1990 will use up to $25 million from the Hazardous Substance Response Trust Fund.
