Does the Natural Gas Policy Act need revision

Prolonged debate over the National Energy Plan resulted in a Natural Gas Policy Act which needs to be revised to reconcile policy conflicts. The effort to manage demand by changing utility rate design to incremental pricing has distorted demand and caused some users to switch to oil. A survey that will be used to prescribe regional cost price ceilings for alternative fuels will also be used to justify higher rates for industrial users, with consumers ultimately paying higher costs. Some policy conflicts are inevitable when the goals are to stimulate supplies and restrict demand, but a balance must be drawn between protecting reserves or using gas to lower oil imports; between shifting economic burdens to industrial users or risk losing the industrial market; and between holding down prices or risk discouraging exploration and production.
