Does the Natural Gas Policy Act need revision: another view

The Natural Gas Policy Act of 1978 is a complex law that provides for gradual price deregulation and uses incremental-pricing provisions to determine how increased costs will be borne. The authors, pointing out that the effects of these provisions have not been clear, present preliminary results of their quantitative analysis of the provisions for a sample utility. Using a computer model, they quantify the capacity of the industrial customers to absorb higher prices, effects on residential rates, effects on oil consumption, environmental impacts, and effects between states.
