FERC tests relaxed power pooling policy

Utility customers and cogenerators may benefit from an experimental open market for wholesale electricity sales. If fewer Federal Energy Regulatory Commission (FERC) regulations increase utility power pool exchanges, utilities can avoid adding new capacity to meet peak demand and reduce their dependence on oil-fired units. The move to reduce regulation assumes that strict pricing policy discourages power trading. (DCK)
