FERC decides key case on value of QF electricity in power-pool transactions

The Federal Energy Regulatory Commission (FERC) decided to let state commissions determine the value to be assigned to capacity provided by qualifying cogenerators and small power producers. These determinations will be binding on the power pool members for purposes of their inter-utility accounting. The primary issue in the decision was the impact of the Public Utility Regulatory Policy Act on the Commission's responsibilities to regulate wholesale electric power transactions. The decision helps to set the ground rules for incorporating independently generated power into the nation's power pool networks.
