Contract No. EF-77-C-01-2542 between Conoco Inc. and the United States Department of Energy provides for the design, construction and operation of a demonstration plant capable of converting high sulfur bituminous caking coal to clean pipeline quality gas. One assignment under the contract is to obtain all necessary permits and licenses from federal, state and local governing bodies and agencies for construction and operation of the Demonstration Plant. All permits required before construction can begin have been obtained. Other permits will be obtained at the start of construction of the Demonstration Plant. Operating permits will be obtained after completion of various sections of the plant and before start-up of the entire plant. At this time, no permit has been denied by a regulatory authority.
