Three days of hearings were held March 27, 28, and 31, 1980 for the third annual review of the Surface Mining Act of 1977. Implementation has been slower and more complex than Congress anticipated because of the need for interest groups and decision makers to cooperate, although the programs of coal-producing states have made progress. Thirty-six witnesses and panelists reviewed a number of issues submitted to the Office of Surface Mining (OSM), including bonding requirements, assistance to small operators, compliance with OSM regulations, the future of the mineral institutes program under Title 3, orphan-mine reclamation, and other concerns. The hearing record includes the texts of prepared statements and panel presentations as well as additional material submitted for the record. (DCK)
