James Harris, Director of the Office of Surface Mining (OSM), reviewed recent program improvements to provide states with the technical assistance to develop their own regulatory and land reclamation programs. The $361.4 million budget request earmarks over $300 million to state grants for this purpose. Two panels made up of state officials, Indian representatives, and organizations concerned with abandoned mines and environmental protection discussed the employment opportunities that land reclamation, especially at abandoned sites, offers. Other issues, such as the distribution of federal funds, the threat of subsidence, and the national inventory project, were raised by the panelists. Regional concerns focused on the Appalachian and western coal mining states. An appendix with additional material submitted for the record follows the testimony of the nine witnesses.
