ERA (U. S. Economic Regulatory Administration) delays final California LNG terminal ruling

ERA has postponed a final ruling on Oxnard, Calif., as a site for a terminal to receive LNG from Indonesia. ERA will later decide whether to lift its restriction that the agency's approval of the proposed site will not take effect until all California state authorizations are received. In Dec. 1977, ERA conditionally approved the Oxnard site and required the applicant, Pacific Indonesia LNG Co., to obtain the necessary state permits before the authorization could take effect. The Oxnard site was later rejected by California authorities. ERA will also consider Point Conception, Calif., which has been tentatively approved by the state, as an alternative site. In its 1977 ruling, ERA generally approved the project, except for the price provisions; and in Sept. 1978, approved contract provisions linking half the base price of LNG to the Indonesia crude price with a ceiling on annual price changes. The project, which will be the first involving LNG imports from Indonesia, will represent an estimated investment of $2 billion and would involve the import of 539 million cu ft/day of gas for 20 yr beginning in early 1980.
