The Committee recommends passage of H.R. 2702 with several amendments. The Bill approves the Rocky Mountain Low-Level Radioactive Waste Compact, which forms a regional mechanism for low-level waste disposal. Colorado, New Mexico, Wyoming, and Nevada have ratified the compact, while Utah and Arizona remain eligible for ratification. Under the compact, the states assume responsibility for certain classes of low-level waste, and will operate in compliance with federal law. The right to limit wastes does not extend to those generated by the DOE. The report gives a section-by-section analysis of the Bill's provisions, including definitions, procedures, allocations, and requirements of the member states. It notes that the costs of waste disposal will increase because of the development of new disposal facilities, but the inflationary effect will be insignificant.
