The report accompanying H.R. 862 recommends passage and some amendments of the Northwest Interstate Compact on Low-Level Radioactive Waste Management. Idaho, Washington, Oregon, Montana, Utah, Hawaii, and Alaska have ratified, and Wyoming is eligible to participate in the compact. The report describes the conditions for congressional consent, summarizes the provisions of the compact, and establishes the procedures for handling low-level wastes on a regional basis. There is a section-by-section analysis of the bill and a description of the obligations of member states and the requirements for complying with federal law. The report finds no inflationary impact from regional waste management.
