The northwestern states receive Congressional consent for a regional compact to manage low-level radioactive wastes. The affected states are Alaska, Hawaii, Idaho, Montana, Oregon, Utah, Washington, and Wyoming. The enabling legislation recognizes the advantages of regional management and a cooperative effort in limiting the number of facilities, encouraging volume reduction, and distributing the costs and responsibilities among the parties of the compact. The separate articles of the compact state its purpose, define terms, establish regulatory practices, describe the procedure for developing and maintaining regional facilities, and authorize a committee made up of representatives of participating states.
