The Hydrogen Research and Development Act (S. 1685) gives priority to the development of hydrogen fuels as an alternative to fossil fuels because of its abundance, transportability, and its high quality as a feedstock and energy storage media. The bill authorizes DOE to develop a research, development, and demonstration program that will lead to a domestic production capability. The bill outlines a comprehensive management plan to accomplish this, and directs the Energy Secretary to conduct demonstrations and technical applications. The National Aeronautics and Space Administration and the Department of Transportation will cooperate in the effort, as will a technical panel made up of consultants from the private sector. Title II authorizes a hydrogen-fueled aircraft program. Appropriations total $200 million for Title I and $75 million for Title II.
