The Hydrogen Research and Development Act (H.R. 3899) recognizes both the importance of developing alternatives for petroleum fuels that have a universal availability and the promise of hydrogen, the most abundant element, to serve this need. Attributes of hydrogen besides ready availability and economics include ease of transport, the capacity for conversion to high quality feedstock and fuels, and the integral role of hydrogenation in synfuels production. The bill calls for the DOE to develop a comprehensive management plan to implement and coordinate research and development and to pursue technical applications. Funding is set at $200 million, with $25 million authorized for fiscal year 1987. Title II deals with research, development, and flight demonstration of hydrogen-fueled aircraft. The funding for that is set at $75 million, with $10 million authorized for 1987.
