Testimony by the commissioners and staff of the Nuclear Regulatory Commission (NRC) defended budget requests for 1986-1987 and responded to questions from the committee on a range of topics related to NRC performance, reactor safety, and proposals for standardizing the licensing procedures for nuclear power plants. The reports included backfitting at existing plants to increase safety measures, proposals to improve management and operations, and discussion of the probability of a core meltdown and plans for an emergency response. Commission Chairman Palladino noted that the administration's proposed budget request was lower for the first time, which will affect the level of safety research the NRC can support.
