The conditions necessary for obtaining effective lasing at the vibrational-rotational transitions of the title bands of the carbon dioxide molecule were examined. The formation of inversion at these transitions was evaluated using an ordinary pulsed TEA carbon dioxide laser and a temperature model used to describe processes occurring in laser materials. The threshold conditions to be realized in the material to create inversion on the 16 (14)micrometer channel were examined and the values of the energy output and peak power were estimated.
