State Implementation Plan (SIP) Massachusetts revisions

The US Environmental Protection Agency has approved the revisions to the Massachusetts SIP including an extension of the attainment dates for both carbon monoxide and ozone until 1987; regulations on organic material, bulk plants, and terminals handling organic material; the cutback asphalt regulations; the monitoring rules on operations for storage vessels for petroleum liquids to make them consistent with the new source performance standards; the new source review program; and the carbon monoxide attainment plan. EPA also conditionally approved a further study of volatile organic compound controls for fabric coating and paper sources, as well as other state regulations and commitments. EPA action on the SIP is discussed in detail. This final rule is effective as of 9/16/80.
