Approval and promulgation of implementation plans and designations of areas for air qualtiy planning purposes: Massachusetts revisions

The US Environmental Protection Agency proposes to fully or conditionally approve the revised Massachusetts State Implementation Plan, including programs for the attainment of the National Ambient Air Quality Standards for volatile organic compounds from stationary sources and for carbon monoxide and ozone by December 31, 1987; regulation for monitoring operations for storage vessels for petroleum liquids; regulation for organic material, bulk plants, and terminals handling organic material; adoption of regulation to control emissions from cutback asphalt usage; and submission of reasonably available control measure analyses and accompanying schedules. The programs and conditions for approval are discussed in detail. Comments must be received by April 7, 1980.
