Approval and promulgation of implementation plans for Rhode Island; attainment status designations

The US Environmental Protection Agency is proposing to approve certain parts of the revised Rhode Island State Implementation Plan (SIP), including redesignation of Providence, RI, from non-attainment to unclassifiable for carbon monoxide and primary total suspended particulate (TSP) standards until the final rulemaking notice on these revisions and its designation as non-attainment for the primary TSP standard. Conditional approval is proposed for the SIP to control stationary sources, such as petroleum storage and marketing operations and cutback asphalt operations, of volatile organic compounds (VOC); the carbon monoxide and ozone attainment plans; the VOC emission inventory;and others. EPA is proposing to disapprove a program to review new sources in non-attainment areas and to take no action on a similar program in attainment areas and on other programs. Rhode Island has attained the nitrogen dioxide and sulfur dioxide standards. Comments must be submitted by 1/7/80.
