Illinois approval and promulgation of implementation plans

The US Environmental Protection Agency has approved, in part, the revised Illinois State Implementation Plan, including its inspection and maintenance program, extensions until 12/31/87 of the statutory attainment deadline for ozone (O/sub 3/) and carbon monoxide (CO) in Chicago and for O/sub 3/ in the St. Louis metropolitan area; transportation control plans for the areas of Springfield, Rockford, Rock Island-Quad cities, Decatur, Champaign-Urbana, and Bloomington-Normal; commitment to adopt additional emission limitations representing reasonably available control technology for source categories covered in future control technique guidlines; and the particulate nonattainment demonstration approach. Conditionally approved were the control strategies for CO, nitrogen dioxide, sulfur dioxide, O/sub 3/, and total suspended particulates; new source review; and transportation control plans for Chicago and the Peoria and St. Louis metropolitan areas. EPA disapproved a compliance schedule and use of equivalent methods in certain rules. Other EPA actions and its response to public comments are discussed. This final rulemaking becomes effective 2/21/80.
