Representatives of state agencies which provide assistance to the elderly and low-income groups for energy expenses testified at a hearing on draft legislation of the Low-Income Energy Assistance Program. Major issues for discussion were the proposal to raise the level of funding to $2.5 billion in 1985, proposed changes in the formula for allocating funds to the states, and a proposed increase in the detailed information states should provide to document their operations. Witnesses commended the higher funding level, but some noted that it still falls short of need. There was praise for the block grant approach and suggestions for changing the formula for allocations.
