Fourteen witnesses spoke for the elderly and low-income families at this hearing on the proposed Emergency Energy Assistance to help those unable to cope with rising energy costs. By targeting directly at people, the proposal is designed to increase flexibility and efficiency rather than the funding level. Among the concerns expressed were the need to minimize paperwork and the importance of continuing home weatherization.
