A ternary metal alloy catalyst is described comprising cobalt, a noble metal selected from the group consisting of platinum, iridium, rhodium, and palladium, and an element selected from the group consisting of transition Groups IV, V, VI and VII dispersed on an electrically conductive carbon-powder. The catalyst has a structure ordered solid solution and a catalytic activity for the electrochemical reduction of oxygen. This is at least twice that of an unalloyed platinum catalyst dispersed on the same electrically conductive carbon-powder.
