The proceedings of three hearings, one in New York City, present the testimony of seven witnesses representing waste managers, health officials, citizen groups, and environmental agencies. Their concerns focused on the effectiveness of controls to reduce the release of hazardous wastes into ground and surface waters. At issue was the recinding by Environmental Protection Agency director Ann Gorsuch of dumping bans and the relaxation of other landfill-disposal regulations. EPA spokesmen acknowledged the negative public reaction, but blamed it on public misunderstanding of complex technical matters involving containers and leaching media. Public health officials challenged EPA to proceed with the cleanup of 8500 disposal sites that are already identified as health-threatening. Citizens complained of failures to enforce regulations, and cited incidents of explosions and other hazards the public has experienced.
