Severance tax is the big gun in the energy war between the states

Controversy peaked this summer between energy-rich and energy-poor states over the legality of state severance taxes for natural resources. Eastern states saw the issue as akin to usury and an attempt to transfer wealth to the West, while westerners saw it as an attack on states' rights and the region as a whole. More than nine billion dollars will be collected by 1983 unless a ceiling is legislated on the percentage of tax that is allowed. A coalition of western political leaders is lobbying intensely, but the basic question as the South and Southwest increase in population and industrialization will be to define the government's proper role in energy taxation. 1 table.
