Energy crisis: moral equivalent of civil war

U.S. petroleum policies are examined for their distributional effects and the political factors influencing congressional votes. Price controls on domestic crude oil and the entitlements program have combined to increase oil imports by depriving producers of funds and subsidizing imports. The problem is not the lack of a defined policy. Studies of Senate votes show the effects of liberal ideologies and the effort to redistribute wealth among non-producer states by a coalition of liberal legislators, refiners, and consumers. These distributional goals will divide the country and reduce economic efficiency unless a true national consensus is developed. (DCK)
