Energy and environmental roll call voting in the U. S. Congress in 1975 and 1979

The authors analyze Congressional roll call votes in 1975 and 1979 to see how the politics of policy making is affecting national energy and environmental goals and whether traditional voting patterns continue. The results suggest that idology is the major factor in policy issues rather than a legislator's political party, region, or constituency. The models used to analyze energy and environmental voting differ, but both reflect a strong ideological component even though energy is perceived as a more technical issue than the environment. The stronger political party factor in energy policy in both years reflects the presence of presidential leadership. The authors conclude that traditional analysis of policy making has changed and that the political role in emerging issues has been exaggerated. 14 references 2 tables.
