In a talk to the 15th APCA Government Affairs Seminar in Washington, DC on March 18, 1987, Representative John Dingall (D-Mich) described the controversy in Congress over issues concerning ozone and CO2 attainment and control of acid rain and air pollutants. He noted that more than half of the US have one or more areas that will not achieve attainment by the deadline of December 31, 1987. Senators Max Baucus (D-Montana) and David Durenberger (R-Minn) have introduced bills to change the current ozone standard of 0.12 ppm to 0.08 ppm. Henry Waxman (D-Calif) will move on ozone legislation before acid rain; he will also introduce a bill calling for reduction of SO2 emissions by 9- to 10-million tons nationwide and a 4-million ton reduction of NO/sub x/ by 1997.
