Corrections and clarifications are made to the hazardous materials regulations promulgated by the US Materials Transportation Bureau on May 22, 1980 following the consideration of petitions received from the transportation and other industries. Among the changes made are the redesignation of the voluntary and mandatory dates for the display of identification numbers on placards or orange panels to April 1, 1981 and November 1, 1981, respectively; the deletion of a description for the antiknock compound containing tetraethyllead from the Hazardous Material Table, and the revision of the basic description to indicate that e antiknock compound may contain a hazardous substance; and the definition of ''hazardous substance'', which does not now apply to petroleum products that are lubricants or fuels, or to other certain mixtures or solutions containing materials which have less than the specified concentrations. This final rule becomes effective on November 20, 1980.
