Atlantic Coast oil and gas development: state and regional reaction

Oil and gas development off the Outer Continental Shelf (OCS) represents the first reversal of western expansion and will take advantage of Britain's earlier experiences in the North Sea. New Jersey will participate in this development, but will balance the needs of the tourist and fishing industries with those of the petroleum and petrochemical industry. Governor Byrne supports rapid exploration of offshore sites prior to deciding on commercial development and production and has requested revisions in the bidding and leasing processes. New Jersey's policy will be to demand adequate protection for fish and wildlife and the participation of local, state and Federal agencies with the private sector on decisions. Some Federal regulations applying state laws retroactively and authorizing impact grants that bear too high an interest rate need to be re-examined. The Federal government's role should be to ensure regional equity in developing energy resources.
