The regulatory framework related to Outer Continental Shelf (OCS) developments and impacts is analyzed; the laws governing offshore developments are enumerated; the regulatory framework controlling inshore and onshore buildup in support of OCS development is described. Part 1 reviews the organizational structure and program of the U.S. Fish and Wildlife Service. Part 2 discusses OCS oil and gas leasing procedures, stipulations and permits for tracts under Federal jurisdiction. Part 3 describes the permit review process for nearshore and onshore developments such as pipelines, platform construction yards and service bases.
