Senate Bill 1821 amending the Nuclear Waste Policy Act of 1982 calls for the Nuclear Regulatory Commission to revise the guidelines for siting a secondary repository for nuclear wastes. The new law will add to the factors which disqualify a potential site those which impact on a foreign country, either its population or natural resources. It also calls for judicial review of the revised guidelines. The bill calls for all geographical sections of the US to be considered in the site selection process, but requires conformance with state and local laws as well as consideration of transportation modes and routes. An environmental impact statement will consider the transportation phase as well as the repository site. Financial assistance is available to the states and to Indian tribes to provide adequate public health protection.
