This bill was introduced in the U.S. House of Representatives to authorize appropriations for environmental research, development, and demonstration for fiscal years 1991, 1992, and 1993. Provisions are provided for the establishment of a core research program, a research strategy council, an environmental monitoring and assessment program, and a modernization program. A section concerns the repeal of section 5 of the Environmental Research, Development, and Demonstration Authorization Act of 1976. Other items of importance include: the science advisory board; biological diversity research; National Environmental Research Institute study; environmental impacts of the development of urban, suburban, and rural communities; and health effects of electric and magnetic fields.
