The House Committee report on H.R. 2355, which would expand and authorize environmental research programs under the Environmental Protection Agency (EPA) for fiscal years 1988 and 1989 and expand the Science Advisory Board's role, describes the bill's intent, committee actions and findings, and recommendations. It also proposes three amendments. EPA's research effort is primarily in support of its regulatory mission, while Superfund research has separate authorization. The report notes a downward trend in administration budget requests to the point where many see it as inadequate to meet its regulatory requirements, particularly in the area of toxic wastes. The committee would add $12.66 million to the administration's request of $294.449 million.
