Deregulation of oil prices should not preclude prosecutions of those who violated the law in the past. DOE has the responsibility to pursue past infractions of alleged overcharges and to return billions of dollars to consumers. The impact of DOE budget cuts of 80% for the Office of Special Counsel and the possible rescission of the v-factor were explored by the committee. This report includes the testimony of two DOE counsels and a consultant, a discussion of the v-factor, and the committee's findings and recommendations; six appendices with background information and correspondence; and the dissenting views and additional views of committee members.
