Two panels reported at hearings on the Strategic Petroleum Reserve (SPR) as it focused on the 1983 budget request and its implications for filling the reserves. The first panel addressed the issue of the SPR reaching capacity at a time when low oil prices make accelerated purchases attractive, while a second panel considered the need for interim storage for stockpiling beyond the existing capacity. The final SPR cost could reach $40 billion, but it represents the nation's main defense against an oil shortfall. Witnesses were asked to discuss the interaction of drawdown plans, the ultimate size of the reserve, and regional reserves. The 14 witnesses presented the views of academics, industry, the transportation sector, oil consumers, and state governments.
