DOE's plans and its ability to drawdown the Strategic Petroleum Reserve (SPR) and to distribute crude oil from that reserve in the event of an oil supply disruption were the focus of the subcommittee hearing. Witnesses described the current disarray of the distribution network because of changes in the oil industry and the conversion of major oil pieplines to carry natural gas. Key witnesses were from the General Accounting Office, DOE, and the SPR Operations at Oak Ridge.
