Florida issues new wheeling regulations

Florida has issued new regulations which require utilities to wheel electricity from cogenerators to other utilities, and in some cases from cogeneration facilities to other facilities owned by the cogenerator within the state. The rules require Florida utilities to provide, on request, transmission service for both as-available and firm energy and capacity, with charges, terms and conditions to be filed before the FERC (except for certain local transmissions, for which the rates are to be set by the Florida PSC, and transmission by muni's and rural electric cooperatives, which are to set their own rates). This is a change from previous regulations, under which utilities were to charge a uniform one mill per kWh wheeling charge. Cogenerators are to be charged for the transmission, including line losses and inadverent energy flows. Wheeling charges may also be assessed if the Florida Commission establishes a statewide avoided unit which is to be owned by a utility other than the utility purchasing the cogenerated power.
