FERC rules its jurisdiction over terms and conditions of wheeling agreements is exclusive

The Federal Energy Regulatory Commission (FERC) decision that it has exclusive authority to regulate the terms and conditions as well as the rates for wheeling services is the result of a four-year regulatory battle over the Florida Public Service Commission's effort to require utilities to wheel power for cogenerators and small power producers. The issues involved in wheeling for cogenerators and other independent power producers are new to FERC, and it is likely that cogenerated power will never be wheeled anywhere.
