The Reagan administration's overall policy toward nuclear non-proliferation assumes that reliability as a supplier is the best approach. There has been a shift from the more-restrictive policies of former presidents and an easing in the transfer of dual-use materials, equipment, and technologies. Witnesses were asked to assess these new developments. Leading a group of witnesses from the State Department, James, B. Devine described how our reputation as a reliable supplier can be restored through long-term cooperative arrangements for advanced approval. He also explained the US response to the political rejection of Israel's credentials at the September meeting of the International Atomic Energy Agency. Other witnesses spoke for the Nuclear Control Institute, the American Nuclear Society, Harvard University, and the Nuclear Regulatory Commission.
