James L. Malone of the Bureau of Oceans and International Environment and Scientific Affairs, Department of State and Henry E. Thomas IV, Assistant Secretary for International Affairs, DOE were the principal witnesses at one of a series of hearing on proliferation and the threat of a nuclear exchange initiated by other than the two superpowers. Of particular concern to the committee were (1) the refusal of President Reagan to meet the Soviet President in person, and (2) the undermining of past restraints in the transfer of arms and spent fuels. Following the testimony of six witnesses is the text of S. 182, the Nuclear Non-Proliferation Act of 1981, and other material submitted for the record. (DCK)
